The S Pass in Singapore is intended for foreigners with a mid-level of skill. This work permit allows Singaporean enterprises to hire foreign middle level technicians or skilled workers at a salary of no less than SGD 2,400 SGD if the foreigners have valuable work experience and skills related to the employing company’s kind of business and no local applicants are available.

This pass serves as a bridge between the lowest-level work permit for blue-collar workers and the highest-level Employment Pass (EP) category for highly skilled and educated professionals.

Key Features of S Pass in Singapore

The key features of S Pass are listed below:

  • The employer must apply and sponsor the applicant;

  • This work pass category is subject to the sponsoring employer’s quota availability, and a monthly levy is required. The quota refers to the minimum number of local employees that a company must hire before a particular number of foreigners can be sponsored for a S Pass.

  • The current sponsorship quota for S Passes is up to 15% of the overall work force. For enterprises in the service industry, the current levy ranges from SGD330 to SGD650 per month for each authorised applicant. Other industries must pay higher levy amounts of up to SGD1,000 per month per accepted applicant.

  • The tax amount is still being examined, and it is expected to rise in the near future as part of broader government steps to control Singapore’s growing number of foreign workers.

  • The minimum qualifying salary for a company to hire a foreign applicant under this category of work pass is SGD 2,400 per month;

  • Candidates with substantial work experience and skills require a higher qualifying salary.

  • Employers of S Pass holders can sponsor the spouse and children of S Pass holders if the salary paid to the SP holders is no less than SGD6,000 per month;

  • Employers of S Pass holders must get medical insurance and pay monthly levies for each employee, as well as meet quota requirements.

Eligibility and Requirements before Applying for S Pass in Singapore

Foreigners from any nation are eligible to apply for this work permit, but each application is subject to a number of approval conditions that are not publicly revealed. The following are some of the most important criteria:

  • Compensation Requirement: While the monthly salary must be at least SGD2,400, it must be commensurate with the person’s age, qualifications, and experience in comparison to local market salaries. To be fair to local job searchers, older or more experienced applicants are expected to achieve a higher salary criterion.

  • Educational Qualifications: To support the application, copies of relevant trade certifications, degrees, and any other educational qualifications (in English) must be submitted.

NOTE: For all of its local employees, the employer is required to keep good and appropriate records on payments of the statutory pension fund contributions known as Central Provident Fund (CPF).

What are the Documents Required for S Pass Application in Singapore?

Some of the documentations that are required to be submitted when submitting an S Pass application include:

  • Personal particulars page of the applicant’s passport

  • Company’s latest business profile or instant information registered with ACRA

  • Candidate’s educational certificates (e.g. degree certificate). You need to upload additional documents for:

Diploma and above qualifications from Additional Documents required 
India  Transcripts or marksheets for all semesters stating the college attended 
China Verification proof from one of these sources: 

 

  • Diploma: Online Verification Report of Higher Education Qualification Certificate from China Higher Education Student Information and Career Center (CHSI) 
  • Diploma and above: Global verification agencies  
  • Degree and above: China Academic Degrees and Graduate Education Development Center (CDGDC) 
Others Verification proof from a global verification agency 

For non-English documents, you must upload the original document together with an English translation as 1 file. The translation can be done by a translation service provider.
