S Pass changes from 1 January 2027: new salary, quota and levy
In short: For new S Pass applications submitted from 1 January 2027, and renewals of passes expiring from 1 January 2028, the minimum qualifying salary rises from S$3,300 to S$3,600, increasing with age up to S$5,100 at 45 and above. In financial services it rises from S$3,800 to S$4,000 (up to S$5,650 at 45 and above). The levy is currently S$650 a month per holder across all sectors, and S Pass holders are capped at 10% of the total workforce in services (15% in construction, manufacturing, marine shipyard and process). What should a foreign-owned startup do?
MOM calculates S Pass quota from the company’s local employees, using CPF records. A new company with no local staff therefore has no S Pass quota. Founders usually apply for an Employment Pass instead. EP services start from S$900 (company assessment and EP preparation S$2,800; MOM fees extra).
