What is a Dependant Pass?

A dependant pass (DP) is a pass for spouse and children of work pass holders (Employment Pass (EP), S Pass, PEP etc.) to relocate and live in Singapore together. While the main pass holder can legally work full-time, the same cannot be said to Dependant Pass holders as the job prospects are limited in Singapore.

How can Dependant Pass work in Singapore?

Previously, all dependant pass holder who wish to work in Singapore can apply Letter of Consent (LOC) to start working.

However, effective from May 2021, MOM has revised the dependant pass legal framework and stated that Dependant Pass holders are no longer given the advantage to work via Letter of Consent (LOC), but instead, must apply a valid work pass.

Here are the ways to do so depending on your current situation – an employee or a business owner.

For dependent pass holders who are currently working a Singapore-registered company

You should request for their employing company to apply for a work pass such as the Employment Pass, S Pass or Work Permit (WP).

For Dependant Pass holders who are business owners:

The Ministry of Manpower (MOM) has specific conditions for LOC – DP holder to oblige if they wish to continue running their business without applying for Employment Pass (EP). The two conditions are:

  • A sole proprietor/partner/one of the Director of an ACRA registered Company with at least 30% of shares within the Company

  • The Company has at least one local Singapore or PR employee earning at least SGD$ 1,400 with CPF contribution for the recent 3 months

Steps to apply Letter of Consent (LOC) for DP holders:

  • Employer or appointed third party agent is able to submit an online request to apply the Letter of Consent (LOC) on behalf of the dependant pass (DP) holder. This submission is for both new application as well as renewal application.
  • Once application is made, MOM will need at least 1 week to assess the application made before an outcome is furnished via email to requester.
  • If the online request is approved by MOM, the requester is now allowed to proceed with putting in a new LOC application / renewal LOC application via EP Online.
  • Once application is submitted via EP Online, MOM will need another 1 to 3 weeks to assess the application made.
  • Once approved, the requester may retrieve the LOC confirmation letter via EP Online and the candidate can start working immediately after that.

Which work visa do I apply for to run a business in Singapore?

For those who wish to start a business or continue running their business in Singapore, there are at least three (3) professional working visas available for you to choose from which are:

  • Employment Pass
  • EntrePass
  • Personalised Employment Pass

Based on the table above, the most suitable work visa for business owner is Employment Pass. The eligibility criteria are easier to meet compared to the other two options available.

Employment Pass VS EntrePass

Has easier requirements to relocate family members

An Employment Pass holder may bring in certain family members into Singapore if you earn at least SGD$ 6,000. You may also bring in your own parents to relocate to Singapore if you earn at least SGD$ 12,000 per month.

Whereas as an EntrePass holder, you are not allowed to bring in your family members during the first year the visa was approved. There are certain requirements that need to be met in order to bring in the family members as below:

Employment Pass VS Personalised Employment Pass

1. Easier requirement to meet

A Personalised Employment Pass (PEP) is not suitable for previous Dependant Pass holder because the qualifying salary starts from SGD$ 12,000 whereas the minimum qualifying salary for an Employment Pass holder starts from SGD$ 5,000 per month.

2. Renewable

An Employment Pass is renewable for at least the next 3 consecutive years whilst a Personalised Employment Pass is only granted for an exact 3 years (non-renewable).

Converting your Letter of Consent to Employment Pass will definitely retain your position as a business owner in Singapore. While obtaining an Employment Pass might not be as easy compared to Letter of Consent but having an existing business in Singapore gives you the advantage compared to newly incorporated business.

Employment Pass also gives the advantage for you to expand the business and opportunity to apply for PR status once the business has run for more than 3 years.

You may continue running your business via LOC while you can, but we highly advise for you to convert to Employment Pass while MOM gives the opportunity.

Even though the Singapore government has limited the job opportunities for Dependant Pass holders, does not mean there is no possibility at all.

If you are currently working for a Singapore registered Company, you may try to discuss with your employer to apply an applicable work pass for you to continue working for them.

If you are currently a business owner via Letter of Consent, you may continue running your business. However, you will need to meet the criteria mentioned for you to be eligible to renew your LOC and continue running the business.

If you are a Dependant Pass holder, do not feel discourage with all the new regulations imposed by the Government. We recommend that you register your own company and apply for an employment pass under your company. This way, you can be assured that the power of your residency is in your own hands.

This permit is meant for those individuals who wish to relocate their family members to Singapore. However, for this pass to be issued, you must meet certain conditions:

Eligibility for Singapore LTVP

If you meet all the above requirements, you can secure a Long Term Visit Pass for the following members of your family:

  • Common-law spouse
  • Children with disability who are not married and are above the age of 21 years
  • Single step-children if any and they must be under the age of 21 years
  • Your parents, if you earn a fixed minimum monthly income of $12,000 (as of 1 January 2018)

A Dependant Pass (DP) holder who wish to run their own business have the option to apply Letter of Consent (LOC).

In order for a Dependant Pass (DP) holder to qualify for LOC, you must meet the following conditions:

  • Either a sole proprietor/partner/Company director in ACRA registered business who owns at least 30% of shares in the Company
  • Company employs at least one (1) Singaporean / PR who earns at least SGD$ 1,400 (local qualifying salary) and receives CPF contribution for at least 3 months

A letter of consent (LOC) does not have a minimum qualifying salary for its holder. However, it is crucial for the Company to prove that it has the sufficient fund, active business as well as support local hiring within the Company before they are able to proceed with LOC application.

You can apply for a Letter of Consent to work in Singapore if you are an eligible Dependant’s Pass holder, or an LTVP/LTVP+ holder who is the spouse or unmarried child of a Singaporean or permanent resident.
This is an official document (LOC) given by the Ministry of Manpower (MOM) to permit qualified Dependant Pass, Long Term Visit Pass (LTVP) or Long-Term Visit Pass Plus (LTVP+) holders to look for employment.

However, if you want to start a business, you should apply for Employment Pass instead.

Legally married partners and children who are under the age of 21 are allowed to apply for this permit.
